Communities First Areas of Cardiff In 2001, the Communities First programme was introduced in Wales, based on the Welsh Index of Multiple Deprivation (WIMD) and was made up of 142 areas including the 100 most deprived wards in Wales, as measured by the Index and 32 areas at sub ward level plus 10 Communities of Interest In Cardiff, 4 wards were identified as being in the top 10% of deprivation in Wales. It was also recognised in Cardiff that there was a need for a Community of Interest Partnership to address the issues of the Black Minority Ethnic communities. Therefore, the structure of Communities First was made up of the following:
In 2005, a new WIMD was produced which identified 46 new pockets of deprivation within Wales (called Lower Super Output Areas – LSOAs) which are in the top 10% of deprived areas but not covered by the existing Communities First programme. The situation in Cardiff has been somewhat complex in that 17 of the 46 Lower Super Output Areas in Wales are in our city. These areas are defined by population totals (approximately 1500) and so do not conform to any existing geographic or Post Code boundary.
